Shirtless should only be used when a character is shown shirtless, but still wearing upper clothing, such as a bra, open topwear, overalls and others.
Go to the wiki page for any clothedness tag to see the clothedness cheat sheet. Remember that partially_clothed is for when clothing is open or aside, while mostly_nude is for when clothes are worn correctly but do not cover the torso or crotch region.
